Increases Pre-K Counts by $8.6 million for a total of $95.1 million. Flat funds state investment in Head Start at $39.5 million. Pre-k spending from the Accountability Block Grant is estimated to remain at $15.7 million.

Enrollment in Pre-K Counts is expected to increase by 1,050 children for a total of 12,850.

The governor also proposes a $20 million increase for special education services for infants and toddlers.
