+ 3% Increases funding for the Voluntary Prekindergarten Education (VPK) program by $10.5 million for a total of $356 million. The legislature, in a special session, reduced, for a second time, the overall FY08 VPK appropriation by $6.8 million to $345.5 million to reflect projected enrollment.

The legislature failed to pass a bill that would have phased in higher teacher-education requirements.
